On site, spotting a defect is rarely the problem. The problem starts later: a photo ends up in a message, a description in a notebook, the location mentioned in a phone call, and the repair deadline disappears in another spreadsheet. A well-conducted building technical inspection transforms this scattered information into a process where it's clear: what was discovered, where, who is responsible for action, by when, and on what basis the problem was confirmed as resolved.
This matters both during periodic inspection of an occupied building and during handover of a new investment, unit, or stage of finishing work. In each case, documentation must allow returning to a specific point a week later, a month later, or during a billing dispute. A general note like "defect on roof" or "fix plaster in apartment" doesn't provide such control.
What is a building technical inspection in practice
A building technical inspection is an assessment of the condition of building elements, installations and equipment, and identification of irregularities requiring observation, repair, or urgent securing. Its scope depends on the purpose of the inspection, the type of building, the stage of the object's life, and the obligations of the owner or manager resulting from regulations.
In practice, the inspector assesses not only whether a given element looks correct. They also check whether the technical condition affects safety of use, durability, fire protection, hygiene conditions, and possibility of further operation. A wall crack, roof leak, moisture damage, damaged railing, or installation irregularity may have completely different significance, even if all are recorded as "defects".
Therefore, a good inspection is not a list of loose remarks. It's decision-making material for the manager, investor, or project manager. It should facilitate setting priorities, delegating work, controlling their execution, and maintaining a history of events.
Periodic inspection, handover, or spot inspection?
These processes are often lumped together, although they serve different purposes. Periodic inspection concerns an occupied building and fulfillment of the owner's or manager's obligations. Work handover focuses on compliance with the design, contract, specification, and expected standard. Spot inspection is a response to an event, user report, or identified risk.
In Polish practice, annual and five-yearly inspections provided for specific building elements and installations are particularly important. Annual inspection includes, among others, elements exposed to harmful atmospheric influences and destructive factors occurring during use, as well as gas installations and chimney flues. Five-yearly inspection has a broader scope - it covers assessment of technical condition and suitability for use of the entire facility, its aesthetics and surroundings, and testing of electrical and lightning protection installations within the required scope.
The scope must always be related to the specific building and current requirements. A housing community inspection is organized differently than a hall with specialized installations, and differently again than handover of dozens of units from a general contractor. What remains common is only the operational requirement: each non-conformity must be described so that another person can locate it and verify it without doubt.
From site walkthrough to closed defect
Most time is not lost during the actual walkthrough. Losses appear when it's necessary to later reconstruct what a photo was about, find the contractor, or confirm whether the correction was actually made. Therefore, the process is worth planning before entering the site.
Initially, the inspection area and location structure should be established: building, stairwell, floor, unit, room, external zone, or installation element. For larger buildings, it's best to work on current floor plans. A point marked on the plan is unambiguous for the inspector, crew, and person preparing the report - even when the team composition changes.
Each report should contain a brief, factual description of the condition found, photos, and a category or priority. The description doesn't need to be long. Instead of "ceiling problem," it's better to record: "Moisture and paint coating delamination at installation passage, room 2.14. Check source of leak, repair substrate and restore coating". Such a record indicates the symptom, location, and expected direction of action, but doesn't prejudge the cause without proper diagnostics.
Next, the defect is assigned to a person, company, or trade along with a response deadline. This is an important distinction: response deadline may mean securing the area and confirming task acceptance, while elimination deadline means completion of work. Combining both dates into one position obscures the situation, especially with defects affecting safety or schedule.
After work completion, verification is needed. A photo from the contractor is valuable evidence of progress, but doesn't always suffice to close the report. For hidden defects, installation work, or non-conformities of significant acceptance significance, on-site inspection, measurement, testing, or trade protocol may be required. "Closed" status should mean confirmed result, not just contractor declaration.
How to give defects proper priority
Not every item from an inspection requires the same response. One report may contain both minor aesthetic damage and irregularities requiring immediate securing. Without priorities, teams usually focus on what's easiest to fix rather than what's most risky.
A practical division can include four levels:
- critical - risk to life, health, structure, fire protection, or continuity of use;
- high - problem that could quickly cause damage, halt further work, or violate acceptance requirements;
- standard - defect requiring correction within agreed timeframe, without need for immediate intervention;
- observation - condition that should be documented and monitored, but requires no repair on inspection date.
Priority doesn't replace description. An item marked as critical without precise location indication, photo, and responsible contractor will still be difficult to manage. Conversely, too many "urgent" reports weakens the significance of the entire classification.
Documentation that works after handover too
The value of documentation often becomes apparent only over time. When a contractor questions the scope of correction, a manager wants to check the history of recurring moisture, or an investor requests status of open points before facility handover, specific data is needed. Report date, author, location, photos before and after repair, status changes, and comment history allow reconstructing the course of events without searching through email inboxes.
The report should be tailored to the recipient. An inspector or project manager needs a complete listing with priorities and status. A contractor should receive only items assigned to their scope, with photos, location, and deadlines. An investor typically needs a collective picture: how many defects remain open, which are critical, and where there's risk of delay.
Not every process participant works in an application. Therefore, the digital workflow should support both direct status updates in the system and delivery of precise PDF or Excel reports to teams working more traditionally. The goal is not to impose a tool, but to maintain a single source of information.
Where chaos most often arises
The first mistake is overly general location. A photo of a crack without room number and marking on plan can be useless after a few days. The second is combining several independent problems in one report. If a report includes door, flooring, and electrical installation defects simultaneously, it's hard to assign it to one trade and fairly settle the deadline.
Another problem is closing matters without inspection. A contractor may mark a task as completed, but the person responsible for acceptance should have the ability to approve it or return it for correction. Access control is also important - not every user should change priorities, delete evidence, or close reports of technical significance.
